Testing another cheap 18650 Li-Ion cell (blue 2000mAh)

Today I tested another cheap rechargeable 18650 Li-Ion battery from Ebay. It has a blue heatshrink on it, a flat top and 2000mAh rated capacity. I've measured the capacity of it, weighed and examined it. Is this a fake battery, a recycled (rewrapped) battery from e-waste (used electronics), a cheap low quality production or a rejected defective battery?
