Yes, it is possible to start with very little or no money!
First you need to understand there are 2 types of businesses, product based businesses and service based businesses-they are not the same and should not be started at the same time in your career. In order to start product based businesses we first need to get some experience, some wins under our belts and of course some money:
FIRST: A Consulting Based Service
You can list yourself for services on Fiverr, Upwork etc and offer to build website logos, edit their videos and much more - the key here is to offer convenience not perfection. You can literally learn everything you need to do these jobs here on YouTube. You want to be charging $5-$20 per job which should take no more than 15 minutes to complete.
SECOND: SMMA (SOCIAL MEDIA MARKETING AGENCY)
My agency is called SpearPoint Analytica. We run the social media ads on Google and Facebook for infomercial, ecommerce and app businesses. A degree in this is very hard to get due to the platforms changing every couple of months - the barrier of entry is very very low! Just try and put together a case study of the results you have gotten (if you have no clients take on some for free).
THIRD: SHOPIFY ECOMMERCE DROPSHIPPING
This involves setting up an online store selling products you don't have and are not storing. Once the customer places an order the manufacturer (usually in China) ships directly to them - you don't have to worry about shipping, manufacturing etc.
With this you are actually building a brand which you can continue to grow or sell for a profit on sites such as Shopify Exchange.
You are also going to learn a lot of skills you can cary through to other businesses such as FaceBook Ads, graphic design, product research, customer service and much more...
As you scale your business further most of these start to bleed through with time.
PS: A FEW OTHER POTENTIAL METHODS
There are tons more ways to make money online in 2019, just to list a few: Amazon FBA, Affiliate marketing, Forex trading, Print on Demand, Real Estate Investing and the list goes on and on!
