With Horizon 2 already on its way, the Department of National Defense (DND) has asked the Philippine Armed Forces to look at the shopping list formulation under the 2nd Horizon 2 List, which they will try to process if additional or additional funding is available above the Phase 2 Priority Project Php300 billion Horizon approved by Pres. Duterte in June 2018. During the visit of Pres. Duterte to India in 2018, AFP has seen BrahMos as a possible acquisition for anti-ship missile batteries when it began to formulate an Anti-Access / Area Denial (A2 / AD) strategy. Pres. Duterte also stressed to DND that he wanted to obtain an acquisition from India as a gesture of friendship under the encouragement of his Independent Foreign Policy.
Among those selected as the most suitable projects to be awarded under a Government-to-Government (G2G) agreement with India is the BrahMos supersonic anti-ship missile as a ground-based system.
