This video I talk about many tips that an American asked me about studying in Germany. I talk a little about the order of how things should be done:
first thing: if you're from a country that's allowed to come to germany without a visa:
once you arrive in Germany:

Step 1: Find housing / know your address in Germany. (see tip video below)

Step 2: register in the city. (in German it's called the "meldebestätigung"

Step 3.) make an appointment with the foreigners office (auslanderbüro)

step 4.) Ask Ausländerburo for the paper that you need to give to the bank to open the blocked account (Sperrkonto) - you need to tell them your name, birthday, place of birth, and nationality - then they can send you this special paper that gives instructions to the bank.

step 5: Once you have the special paper from the auslanderburo, go to a Sparkasse bank and ask them for an appointment to open a Sperrkonto (blocked account). You must have 8640 euros the first year. the second year they are a bit more lenient if you show proof from your job payment slips to them and they can give you a shorter visa but the first year they are usually strict that you must have this amount.

step 6. Once you have your blocked account, now you just wait until your visa appointment. (I recommend opening a normal checking account at sparkasse so every month you can transfer the 720 euros into your normal account so you can use a debit card and it's much more convenient. And there's no fee at sparkasse as long as you show them proof of your matrikulation (that's the document from the university showing you are enrolled and studying there).

A note: if your visa appointment is passed the 90 days, that's ok, just ask the Ausländerburo for a paper called a "Terminvereinbarung" - this just is an official document showing you have an appointment with the auslanderburo and you're allowed to stay passed the 90 days - that's what happened to me because it was the their fault that they had no opening appointments.
