Can Critical Rush be used as a spammable?

As of Elsweyr PTS patch 5.0.2, "gap closer" abilities no longer have a minimum travel distance required to be used. This brought up the question about using some of these gap closers as potential spammables in place of current spammables.

Critical Rush was proposed as a spammable for 2H builds due to its guaranteed critical hit. However, it's actually quite deceptive and is not a good idea to run as a spammable.

The main issue is that it isn't as strong as Wrecking Blow or Executioner when it comes to damage. While it always crit, once you take into consideration the crit damage modifier, it still comes up short compared to Wrecking Blow and Executioner. As demonstrated in the video, even with the best crit damage modifier, Critical Rush's tooltip will never be as high as Wrecking Blow. And this is before considering other factors, such as Critical Rush's higher base cost and the additional Empower from Wrecking Blow.

These three issues combined mean that Critical Rush is a weak spammable to use in 2H builds.
